Kosovo outlines strategy for Education for Rural People

A mid-term strategy for Education for Rural People in Kosovo was recently designed and launched by the ministrry of education science and technology and the ministry of agriculture, forestry and rural development with the technical support of FAO.

This strategy was designed under the umbrella of the Education for Rural People Global Partnership initiative led by FAO as part of the Education for All global initiative. The strategy, articulated around eight strategic goals and five intervention programmes, is based on an assessment of the basic education needs of rural people. The strategy and the assessment study, as well as the participatory methodology presented will drive the policy and planning activities of the two ministries and can be considered as an interesting experience that could provide inspiration for countries to undertake a similar collaborative effort in favor of education for rural people.

The eight strategic of the Education for rural People strategy goals include:

• Improving school-community cooperation and increase community responsibility for education in rural areas;
• Improving participation and retention of rural children in basic education and develop opportunities for their enrolment into post-compulsory education;
• Providing education adapted to the learning needs of children in rural areas
• Increasing participation of rural people in relevant non-formal education and training programmes (adult education), especially linked to income generation;
• Improving physical and material resources of rural schools and ensuring at least a minimum level of resources necessary for the teaching process;
• Establishing a reliable and accessible education information system;
• Developing management capacity and organizational structure of rural schools;
• Developing human resources of education in rural areas by improving the recruitment, training and retention of teachers in rural schools.
