Senegal: Review of thematic group performances and its main donors

The Unit for Strategic and policy analysis of the United Nations Development Program (UNDP) in Senegal has just launched a study on the functioning and the performance of the different Thematic Groups (TGs) and their principal donors.

In Senegal, the Thematic Groups (TGs) of donors, which are informal discussion groups, constitute mechanisms of support for Government in the elaboration and the implementation of policies and thematic and sector-based strategies. They also constitute a forum for exchange of experience and for promotion of synergies and complementarities between donors.

Eleven TGs have been formed in Senegal and two new ones were recently created. The TGs and their respective donors, work in the following fields of cooperation: The rural development and food security thematic Group includes various United Nations Organizations (FAO, World Bank, IMF, WFP, UNDP and UNICEF), bilateral and multilateral co-operation agencies (European Community, USAID, SCAC, The Belgian Technical Cooperation, GTZ, CIDA, AFD, JICA, Swiss Co-operation Bureau, Italian Cooperation) and the African Western Bank of Development (AWBD).

The different members participate actively in the functioning of the group through quarterly meetings, conferences and workshops on topics related to rural development and food security.

This year, the group proposed the development of joint activities involving particular members, especially in the groundnut sector, support for the government in the elaboration of the agricultural orientation law as well as discussions on an integrated framework for the agriculture sector. The Agricultural Operational Strategy for Development and its Action Plan is under completion and will be reviewed by the Thematic group in the near future.

The main recommendations made by the study laid in the particular need to establish a widened dialogue between the projects' executors at the strategic level, the rotation of the presidency of the groups (biannual) and the creation of a website for exchange of information related to the operation of the thematic Groups.
